The other point I would have loved for you to take into consideration is the number of tutorial colleges or training institutes that have come up in low income localities and the affordances that the diversity of jobs available in local level markets make it possible to engage in jobs that don’t have the security of government jobs but help grow household level income. The macro data may not show these changes but micro level studies are finding changes at granular level that are going to be important for how people live their lives.
